Facebook Ads Reaching the Wrong People? 6 Reasons
Why are my Facebook ads reaching people outside my targeting?
Usually because a setting you chose is a suggestion, not a limit. With Advantage+ audience, age range, gender, interests and included custom audiences are suggestions Meta can go beyond. Only locations, minimum age, excluded custom audiences and languages are hard controls, and location targeting also covers people who recently visited.
When your breakdown shows ages, genders or regions you never picked, Meta is usually doing what one of your settings allows. Meta documents six mechanisms that produce this, and only one of them is a real accuracy limit. The fix is to find which setting is a suggestion, decide whether you need a hard limit, and turn that one setting into a control, accepting that Meta expects narrower delivery to cost more.
How do I see who my ads actually reached?
Start with the data, not the targeting screen. In Ads Manager, select the campaign, ad set or ad, click Breakdown, then By delivery, and choose Age, Gender, Country or Region (Navigate to breakdowns in Meta Ads Manager). Meta notes that statistical modelling may be used in breakdowns when conversion data is missing or partial, so treat small numbers in a breakdown as estimates.
Then open the ad set and note, for each audience setting, whether it sits under Controls or under Suggest an audience. That split decides everything below.
Which audience settings are limits and which are suggestions?
Under Advantage+ audience, Meta divides your choices in two (About audience controls and audience suggestions):
- Controls limit who can see your ads: locations, minimum age, custom audiences to exclude, and languages.
- Suggestions guide delivery but do not constrain it: age, gender, detailed targeting and custom audiences to include. Meta says it will show ads to people matching your suggestion “and other audiences when it’s likely to improve performance”.
Meta’s own example: suggest women, and men may still see the ad if Meta’s AI finds them likely to respond. Suggestions are never shown outside your controls. For the strategic choice between Advantage+ audience and interests as limits, read should I use Advantage+ audience or interest targeting? This page stays on diagnosis.
What are the 6 reasons ads reach people outside your targeting?
| Reason | Setting behind it | Limit or suggestion? | Fix |
|---|---|---|---|
| 1. Advantage+ audience suggestions | Age range, gender, interests, included audiences | Suggestion | Use Further limit your audience and untick Use as a suggestion |
| 2. Expansion in the original audience | Advantage+ detailed targeting or Advantage+ lookalike | Suggestion | Turn the expansion off for that ad set |
| 3. What “location” means | Locations | Control, but includes recent visitors | Expect it; check exclusions by home and current location |
| 4. Reach more people likely to respond | City or region targeting | Expansion, on by default for cities and regions | Untick it in Locations |
| 5. Age rules | Minimum age vs age range; WhatsApp unknown age | Minimum age is a control; range is a suggestion | Set Minimum age; deselect Unknown age on WhatsApp |
| 6. Organic spread and previews | None: people outside the target see the ad | Not targeting | Nothing to fix; read engagement with that in mind |
1. Your audience was a suggestion
If the ad set uses Advantage+ audience, your age range, gender, interests and included custom audiences are suggestions by default (Create a campaign using Advantage+ audience). Check this first, because it is deliberate: Meta says Advantage+ audience typically gets better results because its AI “is not limited to delivering ads to people that match your selections”.
2. Detailed targeting or a lookalike was expanded
The original audience setup has its own expansion. Advantage+ detailed targeting lets Meta reach people beyond your interests when it expects more or cheaper results. It applies only to detailed targeting; age, gender, location and language still hold (About Advantage+ detailed targeting). Advantage+ lookalike can deliver outside the lookalike percentage you set, and Meta enables it automatically for new, duplicated and draft ad sets that use lookalikes built from website, mobile or customer-list audiences (About Advantage+ lookalike). Duplicating an old ad set can therefore switch expansion on without you noticing.
3. Location includes visitors, not just residents
Meta’s location targeting reaches people who live in a place, have recently been there or go there often (Use location targeting). Exclusions work on two signals: someone who lives in an included area may still see your ad while visiting an excluded one, and only a person whose current and home locations are both excluded is fully kept out. Meta also says complete accuracy “cannot be guaranteed” because of signal variations, so a few impressions, messages or leads from outside your area are expected (About location targeting).
4. Reach more people likely to respond was on
If you targeted a city or region, Meta may tick Reach more people likely to respond to your ads by default. It then adds people in the same country who have shown interest in that place, for example by searching for it, interacting with related Pages or ads, having friends there or living nearby (How to reach people interested in your selected cities and regions). If you serve only that city or region, this option is the first one to switch off.
5. Age works differently than it looks
Under Advantage+ audience, the age range is a suggestion; only Minimum age is a control, and Meta says that setting “can’t be overruled”. You cannot set it below 18 (older in some countries) (Create a campaign using Advantage+ audience), and you can raise it to as high as 25 without turning Advantage+ off (What turns Advantage+ on and off). Separately, the WhatsApp Status placement automatically includes people on WhatsApp whose age is unknown, unless you deselect that option (About reaching new audiences).
6. Some people saw it without being targeted
Meta says people may see an ad organically, which leads to likes, comments and shares from outside the targeted location, and that it may show preview ads to people connected to the business. You are not charged for preview impressions (About location targeting).
How do I stop ads reaching the wrong people?
Change only the setting your breakdown points to:
- Open the ad set in Ads Manager, go to Audience and click Further limit your audience, or Further limit the reach of your ads.
- Untick Use as a suggestion beside the age, gender, detailed targeting or custom audience that must be a hard limit.
- Go to Audience, Locations and untick Reach more people likely to respond to your ads if you only serve that city or region.
- Set Minimum age under Controls when buyers below an age must never see the ad.
- Deselect Unknown age on WhatsApp in Audience controls if your age limit must hold on WhatsApp too.
- Open Advertising settings, Audience controls to set locations, a minimum age or brand-protection exclusions for every campaign in the account.
Account-level audience controls apply to all campaigns in the ad account, and Meta says they keep AI settings such as Advantage+ audience from showing ads “in a way that isn’t right for your business” (Set audience and placement controls for your ad account). Steps 1 and 2 usually show Advantage+ off for that ad set.
Should I always lock targeting down?
No. Lock only what is a real business limit, such as a delivery zone, an age-restricted product or existing customers in a prospecting campaign. Meta’s own advice for lowering cost per result is to expand the audience rather than narrow it (Best alternatives to excluding ad placements). If you are not sure whether a narrow audience earns its cost, run the comparison in should I use broad or narrow targeting on Meta? before you tighten everything. Audience settings are also a standing item in the Meta ads audit checklist.
Can software help?
Bach.ai (by Wittelsbach) connects to a Meta ad account, audits it daily, finds revenue leaks with an estimated revenue impact, and proposes fixes. It applies a change on Meta only after you approve it.
FAQ
Why do I see clicks from another country?
Meta documents three causes: someone who lives in your target area saw the ad while travelling, the ad spread organically through shares, or location signals were imperfect. Meta says complete location accuracy cannot be guaranteed. A steady share of out-of-country clicks, though, points to a location setting worth re-checking, such as a region included by mistake.
Why are men seeing my ad when I targeted women?
Because gender is a suggestion under Advantage+ audience. Meta’s own help page uses exactly this example: suggest women, and men may still see the ad when Meta’s AI expects them to respond. To make gender a hard limit, use Further limit your audience and untick Use as a suggestion.
Can Meta ever show my ad to someone under my minimum age?
Not through targeting. Meta says a Minimum age set in Audience controls cannot be overruled. Two caveats: the age range you suggest is not the minimum, and the WhatsApp Status placement can include people whose age is unknown unless you deselect that option.
Do excluded custom audiences always stay excluded?
Yes. Meta lists custom audiences to exclude among the audience controls, which limit who can see your ads. Meta adds that custom audiences you exclude can still be used as audience suggestions, for example in a prospecting campaign.
