Meta Business Suite vs Ads Manager, Which to Use?
Should I use Meta Business Suite or Ads Manager for ads?
Use Business Suite if you run one simple ad or boost at a time alongside posting and replying to messages. Switch to Ads Manager when you need more than that: several ad sets, A/B tests, lookalike audiences, bulk edits or detailed reporting. Meta itself points to Ads Manager for advanced targeting and control.
The two tools overlap only at the edges. Business Suite is where you run your Page and Instagram account day to day, and it can create a simple ad on the side. Ads Manager does one job, advertising, in full. A store that posts a little and boosts now and then can live in Business Suite. A store that treats Meta as a sales channel, with a budget it needs to account for, belongs in Ads Manager.
What is the difference between Meta Business Suite and Ads Manager?
Meta describes Business Suite as a free platform for managing a business across Facebook, Instagram, Threads and WhatsApp in one place, and Ads Manager as the tool to create and manage ads and see results for every campaign, ad set and ad (How Meta Business Suite works; About Meta Ads Manager).
| Job | Meta Business Suite | Ads Manager |
|---|---|---|
| Main purpose | Posts, stories, reels, the inbox, insights and a content calendar | Creating, editing and reporting on ads |
| Ads you can create | Quick single ads with a goal, and boosted posts | Full campaigns, from campaign to ad set to ad, with one of six objectives |
| Audience | Interests, location, age, gender, audiences used before, Advantage+ audience | Adds advanced targeting such as lookalike and overlapping audience types |
| Testing | Compare two boosted posts; A/B test organic posts | A/B tests on creative, audience or placement |
| Reporting | Ads summary in the Ads tab; Insights for organic and paid | Columns, breakdowns, custom metrics and scheduled reports |
| Cost to use (as of 2 Oct 2026) | Free platform; ads billed by Meta | No tool fee; ads billed by Meta |
Meta’s own line on where one ends: create quick, simple ads or boost content in Business Suite, and “if you want to create more detailed, customizable ad campaigns” with advanced audience targeting and offline performance tracking, use Ads Manager (How Meta Business Suite works).
When is Business Suite enough for ads?
Stay in Business Suite while all of these hold:
- You run one ad or boost at a time. Business Suite builds a single ad with a goal, a budget and a schedule.
- Your ads are mostly your posts. Boosting a post that already gets engagement is built into the posts view (Best practices for ads from Business Suite).
- The inbox is where the sales happen. Business Suite puts Messenger, Instagram and WhatsApp messages and comments in one inbox, with automated replies (About inbox).
- You read results weekly, not daily. The Ads tab summary and Insights show how simple ads and your organic posts perform.

How do I create an ad in Business Suite?
Meta’s steps for desktop (Create an ad in Meta Business Suite):
- Open Business Suite, click + Create on the left, then click Ads.
- Select a goal for the ad; you can change it later.
- Choose the creative: an existing post or a catalog item, plus text, headline and button.
- Set the audience, or turn on Advantage+ audience to let Meta find it.
- Set the start date, the duration or Run this ad continuously, and a daily budget.
- Choose placements, turn on the Meta pixel if the goal needs it, and pick the payment account.
- Check the preview, then click Publish, or Schedule to set a later start.
Before you start, the Page must be in your business portfolio and you need full control of the ad account or the Manage campaigns permission.
When should I switch to Ads Manager?
Switch when any of these five appears. Each is something Meta places in Ads Manager:
- You want structure. A campaign with several ad sets, each with its own audience or budget, is built in Ads Manager, where you choose the objective, audience, placements and format step by step (About Meta Ads Manager).
- You want a fair test. Ads Manager’s A/B test splits the audience so nobody sees both versions; Meta warns that switching ads on and off by hand gives unreliable results (About A/B testing).
- You want lookalike audiences. Meta lists lookalike and overlapping audience types as Ads Manager capabilities that boosting lacks, and says some detailed targeting is only in Ads Manager (Boosted posts vs Meta ads).
- You manage many ads. Ads Manager edits audience, budget and placements across many ads at once and duplicates ads.
- You need numbers you can act on. Ads Manager adds column presets, breakdowns by age, placement or time, and scheduled reports.
To open it, go to All tools in Business Suite on desktop and choose Ads Manager; Meta lists it there with Events Manager and Billing & payments (How Meta Business Suite works). Can I use both at once?
Yes. A common split is Business Suite for the content calendar, inbox and organic insights, and Ads Manager for paid campaigns. Both work from the same business portfolio, which Meta has you create to start with Business Suite, and which holds the Page, Instagram account and ad account and the people who can use them. The Ads Manager app covers monitoring on a phone, though Meta says not every feature is available on mobile (About Meta Ads Manager).
Can software help?
If Business Suite is enough for you today, Meta’s own tools cover it at no tool fee. Once you run campaigns in Ads Manager, Bach.ai (by Wittelsbach) connects to the ad account, audits it daily, finds revenue leaks with an estimated revenue impact and proposes fixes; on every plan it applies a change on Meta only after you approve it. FAQ
Is Meta Business Suite free?
Yes. Meta calls Business Suite a free platform for managing a business portfolio, its Pages, Instagram accounts and ad accounts. Ads Manager has no tool fee either. In both, you pay only for the ads themselves, which Meta usually charges by impressions, plus location fees in some jurisdictions.
Can I run sales campaigns from Business Suite?
You can create an ad with a goal in Business Suite, and some goals need the Meta pixel. For campaigns built around the Sales objective, with several ad sets, A/B tests or lookalike audiences, use Ads Manager. Meta points advertisers who want detailed, customisable campaigns there.
Is Business Suite the same as Business Manager?
Not quite. Business Suite is the app where you post, reply and create ads. The container for your Page, Instagram account, ad account and team access is the business portfolio, which Meta has you create to get started with Business Suite.
Can I manage Facebook ads on my phone?
Yes, in two ways. The Business Suite app handles posting, messages and simple ads. The Ads Manager app, for Android and iOS, creates, edits and monitors campaigns, though Meta says not all Ads Manager features are available on a mobile device.
