Why Can't My Facebook Page Run Ads? 6 Checks
Why can't my Facebook Page run ads?
Usually one of six Page-level blocks: the Page, your profile or your business portfolio is restricted from advertising; you lack Ads access to the Page; two-factor authentication is required; the Page has hit its ad limit, 250 ads for smaller advertisers; a Page owner set your limit to 0; or that post type can't be boosted.
When the Page is the problem, the ad is blocked before it ever runs: a post shows Boost unavailable, an error stops you publishing, or Business Support Home marks the Page as restricted. Those blocks come from six places, and each one is checked in a different screen. Work through them in order, because a restriction or missing access stops everything else, so rule those out before you count ads or swap posts.
Which of the 6 checks applies to my Page?
| Check | What you usually see | Where to look | Fix |
|---|---|---|---|
| 1. Page or profile restricted | A notice that the asset can’t advertise | Business Support Home, Account status overview | Follow What you can do, or request a review |
| 2. No Ads access to the Page | An error stops you creating or editing the ad | Pages in Meta Business Suite Settings | Request access with the Ads task |
| 3. Two-factor authentication required | You’re asked to complete two-factor authentication to publish | Business portfolio info in Settings | Turn on two-factor authentication |
| 4. Page ad limit reached | Error 3253001, ads can’t run | The Ad Limits Per Page tool | Turn off or delete ads to get under the limit |
| 5. Your share of the limit is used up, or 0 | The limit set for you is reached | Ad limits per Page tab in Account overview | Ask someone with full control to raise it |
| 6. Post type can’t be boosted | Boost unavailable on one post | Hover over Boost unavailable on the post | Boost a new post of an eligible type |
If none of the six applies and ads publish but get no impressions, the cause is delivery rather than the Page: see why are my Facebook ads not delivering?
Is my Page restricted from advertising?
Check this first. Meta says every advertiser needs a Facebook Page before they can advertise, and that a restricted Page isn’t allowed to advertise (About advertising restrictions). Restrictions can also sit on your personal profile, which stops you creating ads for any Page (see why am I restricted from advertising on Facebook?), or on the business portfolio that owns the Page. Meta applies them for policy violations, failed two-factor requirements, unusual payment activity, or when it suspects the assets were hacked.
- Open Meta Business Support Home on a computer.
- Select Account status overview, or Account Overview, in the left menu.
- Select the Page, ad account or profile marked as restricted.
- Follow the What you can do section. Meta may ask you to confirm your identity, complete verification, secure your account or request a review (Troubleshoot a disabled or restricted account).
Only an admin can request a review. Meta says it typically decides within 48 hours, you can request a limited number of reviews, and ads that ran before the restriction don’t restart on their own (Request a review if you are restricted from advertising). The recovery order for a disabled ad account is in what should I do first when Meta disables my ad account?
Do I have Ads access to the Page?
You need it to publish. Meta says a partner must be assigned Ads access to create, manage and delete ads for a Page (How to set an ad limit when assigning a Page to a partner), and that without the right Page access you may see error messages that stop you creating or editing ads in Ads Manager (About Page access). For a Page in a business portfolio, Ads can be assigned at every access level, from partial access to full control. For a Page outside a portfolio, community moderator access carries no ads task (About Facebook Page access).
If the Page belongs to another business, such as a client or a parent brand, request access from your own business portfolio (Request access to a Page in Meta Business Suite):
- Go to Settings in Meta Business Suite.
- Below Accounts, select Pages.
- Click the + Add dropdown and select Request shared access to a Facebook Page.
- Enter the Page name or URL and select it.
- Choose partial access and tick the Ads task, or full control.
- Click Confirm, then ask the person with full control to approve it.
Your business portfolio needs a primary Page before you can request access to someone else’s. If the Page is not in any business portfolio, a Page admin approves the request. Meta also warns that a Page with no one holding full control is deactivated and scheduled for deletion, so keep at least one person with full control.
Does Meta require two-factor authentication before I publish?
It can. Meta says advertisers may have to complete two-factor authentication to publish ads, including people whose ads target certain regions and people in some business portfolios more than 90 days old (About two-factor authentication for your business portfolio). Without it, Meta may restrict your access to advertising. You turn it on in your personal Facebook account; someone with full control can require it for the whole portfolio under Settings, Business portfolio info, Business options (Require two-factor authentication).
Has my Page hit its ad limit?
Meta caps the number of ads running or in review per Page, across every ad account that advertises for it. The cap depends on the Page’s highest monthly spend since September 2019: 250 ads under $100K, 1,000 under $1M, 5,000 under $10M and 20,000 at $10M or more (Ad limits per Page). Over the limit, you can’t run more ads or publish edits, other than turning ads off; Meta’s troubleshooting article for this is titled “Troubleshoot ad limit reached: error 3253001”.
- Open the Ad Limits Per Page tool from the menu in Meta Business Suite.
- Check the Page’s limit. Ads running or in review count; scheduled ads count only once they are due to run.
- Turn off or delete enough ads to get under the limit, then publish the new ads or edits.
You can’t request a higher limit; tiers upgrade automatically, typically 2 to 3 days after the Page spends the qualifying amount in one calendar month. The full detail is in what happens when my Facebook Page hits its ad limit?
Has a Page owner capped my account’s ads?
People with full control of a Page can split its ad limit, setting a separate limit for each partner business or person, and your ad account sees its own maximum in the Ad limits per Page tab in Account overview (Ad limits per Page). Once a Page’s limit has been allocated, a partner assigned without a limit gets zero (How to set an ad limit when assigning a Page to a partner). The owner changes it in the Ad Limits Per Page tool: choose the Page, click Edit and adjust the amounts so they add up to the Page’s total. If you are not the owner, turn off ads in Ads Manager until you are under your own limit.
Why does one post say Boost unavailable?
Then the Page is fine and the post is the problem. Hover over Boost unavailable on the post to read the reason (What the different buttons mean on your boosted post). Meta lists these post types as not boostable (Types of posts that can’t be boosted):
- Profile pictures, albums and unpublished drafts.
- Posts with app install buttons.
- Posts with too many images, or a mix of images and video.
- Live and scheduled live videos, unless the Page is verified.
- Reels with copyrighted music, GIFs, interactive stickers or face or camera effects, remixed reels, and reels posted to a group.
- Shared posts. Branded content goes through the branded content tool instead.
The fix is usually a new post: upload the image or video as a fresh post on the Page and boost that. For the whole account review, including Page access, use the Facebook ads delivery and spend guide.
FAQ
Can I run Facebook ads without a Page?
No. Meta says every advertiser needs a Facebook Page before they can advertise. In Ads Manager you choose the Page in the Identity section of each ad, and that is also the Page whose ad limit the ad counts against, whichever ad account runs it.
Why do I get an error when I create an ad for my Page?
Often you lack Ads access to the Page. Meta says that without the right Page access level you may see error messages that stop you creating or editing ads in Ads Manager. Ask someone with full control to give you the Ads task, or request it from your business portfolio settings.
Will creating a second Page get around the ad limit?
Meta advises against it. Separate Pages bid against each other in the same auctions, which raises costs, and splitting results across Pages loses the learning Meta’s delivery system builds from one Page. The limit also rises on its own as your highest monthly spend grows.
Does a restricted ad account stop my Page from advertising?
Not necessarily. Meta applies restrictions separately to the business portfolio, ad account, Page and personal profile. A restricted ad account has its ads and some of its advertising assets disabled, so check the Page’s own status in Business Support Home before assuming the Page is blocked too.
