Meta Ads Billing and Payment Failures: A Troubleshooting Guide
Why did my Meta ads payment fail?
Meta lists eight common causes: a payment method not supported in your country, an inactive card, a wrong expiry date, failed card verification (3DS or OTP), card details Meta couldn't charge, a decline by your bank, a connection error, and insufficient funds or a card limit. Until the amount due is paid, ads stay paused.

Scope and authority
Three kinds of rule get tangled together when a payment fails. Keep them separate — each has a different owner and a different remedy.
- Meta’s platform behavior governs payment thresholds, spending limits, account status and payment settings. Every specific claim below links the Meta page it comes from, checked on 1 Oct 2026.
- Your bank decides whether a charge is authorized or needs an authentication step. Meta says plainly that an issuing bank may decline a transaction under its own internal rules (Fix a failed payment issue on Meta).
- Local tax and financial law — currency handling, invoice retention, and any tax on advertising spend — is set where your business operates. Have a qualified local adviser confirm it.
On the platform layer specifically: Meta’s Advertising Standards say ads remain subject to review and may be rejected or restricted at any time, and that a restricted ad account can’t be used to advertise. Reading the signals, one layer at a time
Rule out account-level causes first, so you don’t edit a payment method to fix a restriction.
- Account status first. Read any status notice before touching the card: paying can clear a failed-payment disable, while a policy restriction is a separate process.
- Payment method state. Check the method against the table, then against the card-specific causes below, and keep a backup method on the account (Best practices for preventing payment failures).
- Limits and thresholds. The daily spending limit Meta sets resets the next day; an account spending limit you set pauses ads until you change, remove or reset it (About ad account spending limits). The payment threshold only decides when Meta charges you (How budgets, spending limits, prepaid balance limits and your payment threshold differ).
- Balance. On available funds only, delivery is disrupted when the funds run short. On automatic billing, Meta uses any available funds first, before charging your card (Fix a failed payment issue on Meta).
- India. Automatic-billing thresholds can differ under the Reserve Bank of India’s e-mandate rules, American Express isn’t supported, and a disabled account may not be able to use Pay now or Add funds (About payment thresholds for Meta ads, Fix a failed payment issue on Meta).
Change one candidate, then observe whether delivery resumes; fixing several things at once makes it impossible to know which one mattered.
What does Meta say causes a failed payment?
Meta’s troubleshooting page lists eight common reasons, each tied to the error you see (Fix a failed payment issue on Meta):
- Payment method not supported. Check that it is available in your country.
- Card or recurring payment method not active. Update the details or add a new method.
- Invalid expiry date. Correct it or add a new method.
- Card couldn’t be verified. A 3DS or OTP check failed; see the next section.
- Meta couldn’t charge the payment method. Re-check every card detail.
- Declined by your financial institution. Check the card details; the bank may also apply its own rules, so contact it or use another method.
- Connection error. A dropped connection between Meta’s processor and your bank; try later.
- Insufficient funds or a limit on the method. Add funds, or use a method that covers the spend.
Why does Meta decline my card when it works elsewhere?
A card that works in shops can still fail on Meta for reasons Meta documents (Fix a failed payment issue on Meta):
- It isn’t enabled for online transactions, or your issuer has restricted it.
- The charge is bigger than the card’s single-transaction limit because your payment threshold is higher; lower the threshold to match.
- 3DS verification failed: a wrong CVV or OTP, or an OTP sent to a phone you can’t reach.
- It is already on too many ad accounts; Meta typically allows one payment method on up to ten.
- It is American Express on an account without automatic billing, or in India, where Meta doesn’t accept it.

Currency, invoices, and tax records
- Retain every billing document. Receipts sit in Billing and payments under Payment activity, where each transaction can be downloaded (View your Facebook ad charges and payment history). Keep each one matched to the spend it covers.
- Reconcile on a defined cadence. Meta charges you each time costs reach your payment threshold and again on your monthly bill date, so a month can hold several charges, even after ads stop (When Meta charges you for ads).
- Obtain jurisdiction-specific tax advice. Meta notes that some countries require a VAT registration number on the ad account, and that your daily budget excludes VAT, so the total charged can exceed it (About value-added tax (VAT)).

Recovering after a resolved failure
Once the cause is fixed, pay and confirm delivery rather than assuming it.
- Pay the amount due: in Billing and payments, select the ad account, click Payment methods, then Pay now, and choose or add a method.
- Allow a few minutes; Meta says a Pay now payment can take up to five minutes to show on the account.
- Check that ads resumed. Meta resumes active and scheduled ads once the balance is paid, and tries to make up lost time against your original dates and budgets.
- If ads are still paused, check the daily spending limit under Current balance in Payment settings; it is Meta’s first suggestion.
- Read the Delivery column before judging results. Ad sets you paused yourself for seven days or longer re-enter learning when unpaused.
- Record what you changed. If the payment keeps failing, try again later with a different card, as Meta advises.
